Luigi Zingales seems to think the 2005 Bankruptcy Abuse Prevention and Consumer Protection Act, which made it harder for borrowers to discharge their debts via bankruptcy, somehow exacerbated the housing crackup. I’m having trouble following his logic, too. . . .
